As it's listed on the support pages, the cause to this issue might be related to the user that is currently logged on. You need Administrator privileges in order to launch and finish the installation on your PC.
Simply log-in with a user that has administrative rights, then right click the installer and choose Run as Administrator.

Garmin Express allows you to synchronize with Garmin Connect. No, it does not allow creating your own routes. You can do that with Garmin Connect and then synchronize the routes with your device through Garmin Express.

Unfortunately, you can't use the Garmin Express program to create routes that can later be used on your device. The application can only be used to update your device's firmware, to update maps, upload activities to Garmin Connect and to register your products. You can only creates routes on your device. There seems to be no way to do this using Garmin Express.
